the surplus funds.

(c) [The Citizens' Committee may employ an accountant to
audit its books and accounts. The Citizens' Committee shall always
keep available and open to public inspection in Bel Air its books and
accounts.]

CHAPTER 99
(Senate Bill 695)

AN ACT to add new Section 51B to the Code of Public Local Laws
of Allegany County (1963 Edition, being Article 1 of the Code of
Public Local Laws of Maryland), title "Allegany County," subtitle
"County Commissioners," and to be under the new subheading
"Economic Development," to follow immediately after Section 51A
thereof, as added by Chapter 508 of the Acts of 1970; to establish
an Economic Development Corporation in Allegany County, to
define its purposes, to deal with its borrowing authorities, and
generally relating thereto.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 5 IB be and it is hereby added to the Code of Public
Local Laws of Allegany County (1963 Edition, being Article 1 of
the Code of Public Local Laws of Maryland), title "Allegany County,"
subtitle "County Commissioners," and to be under the new subhead-
ing "Economic Development," to follow immediately after Section
51A thereof, as added by Chapter 508 of the Acts of 1970, and to
read as follows:

51B.                              Economic Development

(a) As used in this section, the following terms shall have the
following meanings:

1.    The word "County" shall mean the body politic and corporate
of the State of Maryland known as the County Commissioners of
Allegany County.

2.    The term "economic development corporation" shall mean
Allegany County Economic Development Corporation, a nonstock,
