The services of the research director and the facilities of the [re-
search division of the Council] State Department of Legislative
Reference shall be available for the preparation of factual or legal
reports for any commission or committee appointed by the Council,
or at the direction of the Senate or of the House of Delegates or
with the consent of the Council, for any commission or committee
appointed by the Governor.
38.
The appropriation for the Legislative Council, which for budget
purposes shall be treated as a legislative expense, may be expended,
in accordance with the budget[.] :
(1) To compensate the members of the Council and of its com-
mittees for each day spent in attendance at sessions of the Council,
or of subcommittees thereof, and actual traveling expenses in-
curred while so attending.
[(2) To pay to the experts, assistants, stenographers, and other
persons and research agencies employed by the director of research,
such compensation as he shall fix, subject to the approval of the
Council.]
[(3)] (2) To pay for necessary stationery and supplies and print-
ing for the Council and research division.
[(4)] (3) To reimburse witnesses required to appear before the
Council by its order, and members of unpaid committees appointed
by the Council, for actual traveling and hotel expenses incurred in
attending any session of the Council or of any such committee.
[(5) To pay a salary of not less than four thousand dollars
($4,000.00) per year to a full-time assistant to the director of re-
search, said position to be appointed by the director of research and
said assistant to serve at the pleasure of said director of research.]

The secretarial, clerical, and stenographic employees of the Legis-
lative Council are transferred to the employment of the State De-
partment of Legislative Reference and are members of the classified
service under Article 64A of this Code, subject to all the rights,
privileges, and duties of that article. All other employees of the
Legislative Council also are transferred to the employment of the
State Department of Legislative Reference and are not included in
the classified service under Article 64A.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.
