27.

The State Superintendent of Schools shall certificate the profes-
sional personnel in all public schools within the State in accordance
with this article and subject to the bylaws, rules and regulations
of the State Board of Education. Subject , SUBJECT to the provi-
sion that for any teacher certificated, renewal requirements may be
waived for teachers who are age fifty-five (55) or older or
AND
who have been employed in public or approved non-public school
service for a period of not less than twenty (20) years.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

CHAPTER 44
(Senate Bill 96)

AN ACT to repeal and re-enact, with amendments, Sections 32, 33,
38 and 39A of Article 40 of the Annotated Code of Maryland
(1965 Replacement Volume), title "General Assembly," subtitle
"Legislative Council," generally amending the laws concerning
the Legislative Council with particular respect to the employment
and duties of certain staff employees and to the transfer of these
employees to the State Department of Legislative Reference.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 32, 33, 38 and 39A of Article 40 of the Annotated Code
of Maryland (1965 Replacement Volume), title "General Assembly,"
subtitle "Legislative Council," be and they are hereby repealed and
re-enacted, with amendments, and all to read as follows:

32.

The director of research for the Council

[(1) Shall organize and supervise the research division of the
Council; and, within the appropriation therefor, may temporarily or
permanently employ therefor such experts, assistants, stenographers
or other employees, and engage the services of such research agencies,
as he shall deem necessary;

(2)   Shall cause a factual and legal study and report to be made
by the research division on all matters referred to him by the Coun-
cil, and shall promptly present such research reports to the Council;

(3)   Shall] shall refer to the staff of the State Department of Leg-
islative Reference, or to a special research or consulting agency, the
preparation of factual and legal studies and reports referred to him
by the Council. The results of the studies and reports shall be pre-
sented promptly to the Council. He shall
publish and make available
for distribution all research reports which the Council in its discre-
tion shall deem of public interest or summaries and condensations of
any such reports whose publication in full it does not deem justified.
