CHAPTER 45
(Senate Bill 104)

AN ACT to repeal and re-enact, with amendments, Section 16 of
Article 40 of the Annotated Code of Maryland (1970 Supplement),
title "General Assembly," subtitle "Intergovernmental Coopera-
tion," amending the laws concerning the Commission on Inter-
governmental Cooperation with particular respect to the time and
manner of appointments thereto.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 16 of Article 40 of the Annotated Code of Maryland
(1970 Supplement), title "General Assembly," subtitle "Intergov-
ernmental Cooperation," be and it is hereby repealed and re-enacted,
with amendments, to read as follows:

16.

The Legislative Council shall appoint a standing committee to be
known as the Legislative Council's Commission on Intergovernmen-
tal Cooperation. There shall be twelve members of this Commission,
six to be members of the Senate of Maryland and six to be members
of the House of Delegates of Maryland, and these members shall
include ex officio, the President of the Senate, the Speaker of the
House of Delegates and the majority and minority leaders of both
houses. The appointments shall be at the pleasure of the Legisla-
tive Council. The Council also shall appoint a chairman and a vice-
chairman of the Commission to serve at the pleasure of the Council.
The appointments provided in this section for the respective Houses
shall be made by the President of the Senate and the Speaker of the
House of Delegates, as ex officio Chairman and Vice-Chairman of
the Legislative Council, and the appointments may be made at any
time.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1,1971.

(Senate Bill 109)

AN ACT to repeal and re-enact, with amendments, Section 8 (e) of
Article 15A of the Annotated Code of Maryland (1968 Replace-
ment Volume and 1970 Supplement), title "Budget and Fiscal
Planning," subtitle "Budgetary Administration," to require that
copies of budget amendments making changes in schedules of
appropriations be submitted to the Department of Fiscal Services
for the use of the General Assembly.
