(House Joint Resolution 60)
House Joint Resolution requesting the Governor to appoint a com-
mission to study driver education programs in the State of
Maryland.
Whereas, the driver education program has evolved over many
years without any overall study having been made of its effective-
ness; and
Whereas, there is no way to evaluate whether the present driver
education program is accomplishing the ultimate goals in traffic
safety as well as performing maximum benefits for the economy of
the State of Maryland; and
Whereas, with the formation of the Department of Transporta-
tion many suggestions have been made with reference to the impact
of a driver education program on the budgetary aspects of the Depart-
ment of Transportation including the total cost of the driver educa-
tion program and the cost per student thereof, now, therefore, be it
Resolved by the House of Delegates of Maryland, That the Gover-
nor of Maryland be requested to appoint a nine-member commission
to study the driver education program as it presently exists in the
State of Maryland and any possible revisions thereto; said Com-
mission to be composed of three members from the House of Delegates,
three members of the Senate and three members from the general
public; said Commission to submit a report of its findings with
legislative recommendations to the Governor by December 15, 1971;
and be it further
Resolved, That a copy of this Resolution be sent to the Governor
of Maryland by the Clerk of the House of Delegates.

(House Joint Resolution 86)
House Joint Resolution requesting a study of the sharp increase in
daily per capita costs for food for patients in mental institutions
and institutions for the retarded in Maryland.
Over the past several years the average annual increase in daily
per capita cost of food in mental institutions and institutions for
the retarded has never exceeded .09¢ per capita per day.
Budget requests for the 1971-1972 fiscal year reflect an increase
of 28¢ per capita per day or approximately 3 times the prior average.
The Committee on Health and Education is concerned over this
sharp increase and feels that the matter warrants a thorough study.
It is the feeling of the Committee that a special legislative com-
mittee should be assigned to investigate the per capita costs of food
