1866                              Joint Resolutions

Whereas, the General Assembly lacks guidance in making these
decisions and their piecemeal character is damaging to fiscal re-
sponsibility in the State; now, therefore, be it

Resolved by the General Assembly of Maryland, That a Com-
mission on State's Attorneys' Compensation and Staff be established;
that the Commission consist of nine members, three to be ap-
pointed by the Governor, three by the President of the Senate,
and three by the Speaker of the House of Delegates; that the Com-
mission consider the compensation of the State's Attorneys in
Maryland, the compensation, qualifications, numbers, and activities
of professional personnel in the offices of the State's Attorneys,
and the source of funding for the prosecution function AND THE
ADVISABILITY OF PROVIDING FOR BUDGETARY CONTROL
BY THE FUNDING SOURCE; and that the Commission report its
findings, in terms of recommended standards or proposed legisla-
tion, as it deems appropriate, to the Governor and the General
Assembly by January 1, 1973.

(House Joint Resolution 57)

House Joint Resolution urging the Governor of Maryland and the
Governor of Delaware to cooperate in determining the feasibility
of restoring Fenwick Lighthouse and making it an historic land-
mark.

Whereas, The Fenwick Lighthouse was constructed in 1859 to
serve as a warning light to ships in the area and is a symbol of the
water oriented life of Maryland and Delaware; and

Whereas, The Lighthouse is also the site of one of the original
markers for the Mason-Dixon Line dividing Maryland and Dela-
ware; and

Whereas, The Fenwick Lighthouse is now surrounded by a trailer
park, which obscures not only the beauty of the lighthouse, but its
historic significance; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Governor
of Maryland and the Governor of Delaware are urged to cooperate
in determining the feasibility of restoring Fenwick Lighthouse and
making it an historic landmark; and be it further

Resolved, That copies of this Resolution be sent to the Governor
of Maryland and the Governor of Delaware.
