missioner with respect to such declination may be reviewed in ac-
cordance with the provisions of Sections 255 and 256 of the Ad-
ministrative Procedure Act.

§ 12-609. Budget of Vehicle Equipment Safety Commission.

Pursuant to Article VI (a) of the compact, the Vehicle Equipment
Safety Commission shall submit its budgets to the Department of
Budget and Procurement.

§ 12-610. Inspection of accounts of Vehicle Equipment Safety
Commission.

Pursuant to Article VI (e) of the compact, the legislative auditor is
hereby empowered and authorized to inspect the accounts of the
Vehicle Equipment Safety Commission.

§ 12-611. Section 4 of Article 19A applicable to compact.

The penalties provided in Section 4 of Article 19A of this Code,
as amended from time to time, shall be applicable to the conduct
prohibited by Article VII of the compact and rules made pursuant
thereto.

§ 12-612. Governor is executive head of State as contemplated by
compact.

The term "executive head" as used in Article IX (b) of the com-
pact shall, with reference to this State, mean the Governor.

Subtitle 13. Inspection of Used Vehicles and Warnings
for Defective Equipment

§ 13-101. Definitions.

As used in this subtitle, the following words have the meaning
indicated:

(1)    "Registered Dealer" means a dealer who is licensed under
Subtitle 5 to deal in new or used cars.

(2)    "Motor Vehicle" means any class A passenger new or used
motor vehicle, but it excludes antique motor vehicles as defined else-
where in this article.

(3)    "Approved facility" means a registered dealer or a motor
vehicle garage, repair shop or gasoline service station which has
been issued a license by the division pursuant to section 13-102 of
this article.

(4) "Department" means the Department of Motor Vehicles.

(5)    "State Police" means the Department of Maryland State
Police.

(6)    "Certificate" means a written certification by an approved
facility, signed and dated on its behalf by an authorized person actu-
ally making an inspection, that on the date thereof a specified motor
vehicle meets or exceeds the standards for equipment and mechan-
isms prescribed under this subtitle.
