has not prior to the end of its next regular session after approval
thereof of any rule, regulation or code, disapproved such rule, regula-
tion or code.

§ 12-604. Commissioner of Vehicle Equipment Safety Commission.

The commissioner of this State on the Vehicle Equipment Safety
Commission shall be the Commissioner of Motor Vehicles who shall
serve during his continuance as such officer. The Commissioner of
this State appointed pursuant to this section may designate an al-
ternate from among the officers and employees of his agency to serve
in his place and stead on the Vehicle Equipment Safety Commission.
Subject to the provisions of the compact and bylaws of the Vehicle
Equipment Safety Commission, the authority and responsibilities of
such alternate shall be as determined by the commissioner designat-
ing such alternate.

§ 12-605. Retirement system for employees of Vehicle Equipment
Safety Commission.

The Board of Trustees of the State Employees' Retirement System
may make an agreement with the Vehicle Equipment Safety Com-
mission for the coverage of said Commission's employees pursuant
to Article HI (f) of the compact. Any such agreement, as nearly
as may be, shall provide for arrangements similar to those available
to the employees of this State and shall be subject to amendment or
termination in accordance with its terms.

§ 12-606. State agencies may cooperate with Vehicle Equipment
Safety Commission.

Within appropriations available therefor, the departments, agen-
cies and officers of the government of this State may cooperate with
and assist the Vehicle Equipment Safety Commission within the
scope contemplated by Article HI (h) of the compact. The depart-
ments, agencies and officers of the government of this State are
authorized generally to cooperate with said Commission.

§ 12-607. Documents and notices from Vehicle Equipment Safety
Commission.

Filing of documents as required by Article III (j) of the compact
shall be with the Secretary of State and the Department of Legisla-
tive Reference. Any and all notices required by Commission bylaws
to be given pursuant to Article III (j) of the compact shall be given
to the commissioner of this State, and his alternate, if any.

§ 12-608. Judicial review of regulations of Vehicle Equipment
Safety Commission.

No action or proceeding with respect to any rule, regulation or
code recommended by the Vehicle Equipment Safety Commission
and adopted pursuant to the compact and this part shall be heard
or determined by any court of this State until such rule, regulation
or code has taken effect pursuant to the compact and this part,
except that any declination to adopt a rule, regulation or code pur-
suant to Article V (g) of the compact and any finding of the com-
