all Acts of the General Assembly of Maryland heretofore passed
authorizing the County to borrow money are hereby continued to
the extent that the powers contained in such Acts have not heretofore
been exercised, and nothing herein contained shall be construed to
impair, in any way whatsoever, the validity of any bonds which
may have been issued by the County under the authority of any
of said Acts, and the validity of said bonds is hereby ratified, con-
firmed and approved. This Act, being necessary for the welfare of
the inhabitants of Prince George's County, shall be liberally con-
strued to effect the purposes hereof. All Acts and parts of Acts
inconsistent with the provisions of this Act are hereby repealed to
the extent of such inconsistency.

SECTION 10. AND BE IT FURTHER ENACTED THAT THE
GENERAL ASSEMBLY OF MARYLAND FINDS AND DETER-
MINES:

(A)    THAT PUBLIC AIRPORT FACILITIES SHOULD BE
MADE AVAILABLE WITHIN THE CONFINES OF PRINCE
GEORGE'S COUNTY; AND

(B)    THAT A NEED EXISTS FOR NEW AND EXPANDED
INDUSTRIAL ENTERPRISES WITHIN SAID COUNTY AND
THAT THE COUNTY COMMISSIONERS FOR PRINCE
GEORGE'S COUNTY SHOULD BE ENABLED TO PROMOTE
INDUSTRIAL DEVELOPMENT THEREIN; AND

(C)    THAT THE COUNTY COMMISSIONERS FOR PRINCE
GEORGE'S COUNTY BY THE ACQUISITION OF POTENTIAL
INDUSTRIAL LANDS MAY DIRECTLY SOLICIT INDUSTRIAL
USERS OF SAID LAND THEREBY AFFORDING THE CREA-
TION OF EMPLOYMENT OPPORTUNITIES FOR THE RESI-
DENTS OF PRINCE GEORGE'S COUNTY, THE DIVERSIFICA-
TION AND INCREASE OF THE TAXABLE BASE AVAILABLE
TO SAID COUNTY, AND THE ESTABLISHMENT OF A
HEALTHY ECONOMIC MIX OF GAINFUL PURSUITS WITHIN
SAID COUNTY SO AS NOT TO DEPEND IN TOO LARGE A
DEGREE UPON ONE SEGMENT OF THE ECONOMY, E.G.,
FEDERAL GOVERNMENT ORIENTED INDUSTRY; AND

(D)    THAT THE ACQUISITION OF POTENTIAL INDUS-
TRIAL LANDS AND CONSTRUCTION OF INDUSTRIAL FA-
CILITIES HAS THE SINGLE OBJECT OF PRESERVING AND
IMPROVING THE ECONOMIC WELL-BEING OF THE RESI-
DENTS OF PRINCE GEORGE'S COUNTY, AND IS FOUND AND
DETERMINED TO BE IN THE PUBLIC INTEREST.

Sec. 10. 11. And be it further enacted, That, this Act shall take
effect July 1, 1968.

AN ACT to repeal and re-enact, with amendments, Section 98A of
Article 52 of the Annotated Code of Maryland (1964 Replace-
