subtitle "Appointment of Judges of People's Court of Prince
George's County; terms; qualifications; vacancies; substitute
judge; practice of law," to increase the number of substitute
judges of the People's Court of Prince George's County.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 98A of Article 52 of the Annotated Code of Mary-
land (1964 Replacement Volume and 1967 Supplement), title "Jus-
tices of the Peace," subtitle "Appointment of Judges of People's
Court of Prince George's County; terms; qualifications; vacancies;
substitute judge; practice of law," be and it is hereby repealed and
re-enacted, with amendments, to read as follows:

98A.

(a)    As of July 1, 1967, the Governor of Maryland, by and with
the advice and consent of the Senate, shall appoint three judges of
the People's Court of Prince George's County who shall meet the
qualifications provided in this section for a term of ten years or
until their successors are appointed and qualified.

(b)    No person shall be qualified to hold the office of judge of
the People's Court of Prince George's County unless he possesses
the following qualifications:

(1)    He is at least thirty (30) years of age, and

(2)    A member of the bar of the State of Maryland and an active
practitioner in Maryland for at least five (5) years, and

(3)    A resident of Prince George's County continuously for at
least five (5) years.

(c)    Whenever a vacancy shall occur on said court from any
cause, the Governor shall appoint a qualified person, who shall hold
office as judge for the balance of the unexpired term to which he
has been appointed or until his successor shall be appointed and
qualified.

(d)    As of January 1, 1962, the Governor by and with the advise
ADVICE and consent of the Senate shall appoint a substitute judge
of the People's Court for Prince George's County for a term of four
(4) years. As of June 1, 1964, the Governor by and with the advise
ADVICE and consent of the Senate shall appoint one additional sub-
stitute judge of the People's Court for Prince George's County who
shall serve until January 1, 1966, and who shall thereafter be ap-
pointed for a term of four (4) years. As of July 1, 1968, the Governor
by and with the advice
ADVICE and consent of the Senate shall ap-
point one additional substitute judge of the People's Court for Prince
George's County who shall serve until January 1, 1970.
The provisions
of subsection (b) of this Section prescribing qualifications for the
judges of said court, shall apply to any person appointed as substi-
tute judge. The substitute judge shall be paid and have such duties
as hereinafter provided.

(e)    The full-time judges of the People's Court of Prince George's
County shall not engage in the private practice of law during their
term of office, and the substitute judges shall not practice before
the People's Court during his term of office.
