14A-11.

(a)   In addition to the Chief Clerk, there shall be three (3) senior
clerks of the People's Court who shall receive minimum annual sal-
aries of forty-five hundred dollars ($4,500), three (3) junior clerks
who shall receive minimum annual salaries of thirty-five hundred
dollars ($3,500), [four (4)] five (5) constables who shall receive
minimum annual salaries of thirty-five hundred dollars ($3,500),
and such additional employees as the Chief Judge may from time to
time deem necessary who shall receive such salaries as are provided
in the annual county budget. The Chief Clerk with the approval of
the Chief Judge, shall make the appointments to all such positions
and shall supervise and direct the work thereof.

(b)  The county commissioners of Anne Arundel County are author-
ized and directed to annually appropriate an amount sufficient for
the proper and effective administration of the People's Court.

(c)   The Chief Clerk, the Senior Clerks, the Junior Clerks and all
other clerks by whatever title designated shall be empowered to ad-
minister oaths.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.

CHAPTER 549
(Senate Bill 492)

AN ACT to repeal and re-enact, with amendments, Section 45 of the
Code of Public Local Laws of Howard County (1957 Edition, being
Article 14 of the Code of Public Local Laws of Maryland), title
"Howard County", sub-title "County Commissioners and County
Collectors", as last amended by Chapter 532 of the Acts of 1961,
to change the amount of cash surplus or reserve authorized to be
accumulated by the County Commissioners of Howard County.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 45 of the Code of Public Local Laws of Howard County
(1957 Edition, being Article 14 of the Code of Public Local Laws of
Maryland), title "Howard County", sub-title "County Commissioners
and County Collectors", as last amended by Chapter 532 of the Acts
of 1961, be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:

45. From the taxes so levied and collected in any year or years and
from any other public funds or surplus or revolving funds of the
County, the Board of County Commissioners of Howard County is
authorized and empowered to accumulate a cash surplus or reserve
in a maximum amount at any time of $300,000, or ten percent (10%)
of the total county budget for the then current fiscal year, whichever
is the greater,
to be carried over from year to year as a working
fund, to be accounted for as other public monies and to be applied in
whole or in part from time to time in the discretion of the Board of
County Commissioners to the current expenses and obligations of
Howard County.
