letter or a letter by certified mail to each devisee and legatee men-
tioned in said will, notifying said devisee and legatee that he or she
has been named as a devisee or legatee in said will. Provided, how-
ever, that the register of wills shall not be required to send such
registered or certified letter when the address of the devisee or
legatee cannot be ascertained; and provided further, however, that
the failure to send such registered or certified letter shall not impair
or affect the validity of such acts as may be performed by the execu-
tor in the performance of his duties in administering the decedent's
estate.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

CHAPTER 48
(Senate Bill 137)

AN ACT to authorize and empower the County Commissioners of
Wicomico County to borrow upon the faith and credit of Wicomico
County the amount of One Million Five Hundred Thousand Dol-
lars ($1,500,000.00), and to issue and sell coupon bonds therefor,
the proceeds thereof to be used by the Board of County Commis-
sioners of Wicomico County and the Board of Education of Wi-
comico County, for the construction of, completing the construc-
tion of, making additions and improvements to and equipping
school buildings and grounds in Wicomico County, Maryland, and
to authorize the levying of taxes for the payment of the principal
of said bonds and interest thereon; to provide for the formation
of a Wicomico County School Building Commission, to advise with
the County Commissioners of Wicomico County and the Board of
Education of Wicomico County regarding the expenditure of the
proceeds of the bonds hereby authorized to be sold and the carry-
ing out of the provisions of this act; and providing that the pro-
visions of this act shall be separable.

Whereas, the County Commissioners of Wicomico County and the
Board of Education of Wicomico County desire to construct addi-
tional school buildings and/or make additions to existing school
buildings in Wicomico County at an approximate cost of Two Mil-
lion Dollars ($2,000,000.00), and

Whereas, it is anticipated that the said contemplated improve-
ments will be made during the fiscal years 1963-64 and 1964-65 and
that during said years, there will be available from the School In-
centive Fund, for such purposes, the sum of Five Hundred Thousand
Dollars ($500,000.00), to be used for the purposes herein set forth,
thereby reducing to One Million Five Hundred Thousand Dollars
($1,500,000.00), the amount required in additional funds to con-
struct the projects hereinafter mentioned, and provided further,
that said available Incentive Fund monies as aforesaid, are devoted
to said projects.

Section 1. Be it enacted by the General Assembly of Maryland,
