powers and duties; and to that end to add a new section to
Chapter 247 of the Acts of the General Assembly of Maryland
of 1867, incorporating an asylum for the deaf and dumb of
the State of Maryland, as said Act was amended by Chapter
409 of the Acts of 1868, Chapter 422 of the Acts of 1870,
Chapter 42 of the Acts of 1874, Chapter 19 of the Acts of
1880 and Chapter 76 of the Acts of 1916. " [Which was read

HOUSE BILLS—FIRST READING.
The Chief Clerk of the House of Delegates appeared and
delivered the following message, being House Bill No. 286,
entitled "An Act to amend Article 23 of Bagby's Annotated
Code of Public General Laws of Maryland, by repealing and
re-enacting, with amendments, Sections 231 and 234 thereof,
as amended by Chapter 824 of the Acts of the General As-
sembly of Maryland, Session of 1912, entitled 'An Act for the
regulation and control of fraternal beneficiary associations,
and to repeal Sections 210 to 226, both inclusive, of the Code
of Public General Laws of Maryland, title "Corporations, "
sub-title "Fraternal Beneficiary Associations, " revision of
1904'; and by adding three new sections to said Article 23,
to be known as Section 244-F-1, Section 244-F-2 and Section
244-L-1. " [Endorsed: "Read the third time and passed by
yeas and nays. "] [Which was read the first time and referred
to the Committee on Insurance, Fidelity, Security and Loan
Companies]
Also House Bill No. 321, entitled "An Act to provide for
the assessment, valuation and taxation of judgments in Carroll
county, Maryland, for county purposes only, and to provide
for the collection of the tax on same. " [Endorsed: "Read
the third time and passed by yeas and nays" ] [Which was
read the first time and referred to the Committee on Finance. ]
Also House Bill No. 240, entitled "An Act providing in
certain cases for the escheat of property or money of another
received for storage, safekeeping or investment, and in cer-
tain cases of deposits of money, and in certain cases of divi-
dends, profits, debts and interest on debts of corporations,
companies, savings banks, banks, trust companies, safe deposit
companies, insurance companies, limited partnerships and
partnership associations, organized or doing business under
the laws of the State of Maryland; and the profits, accre-
tions and interest on such property or deposits, as well as
