new section to be known as Section 31A and to follow imme-
diately after Section 31 of said Article, so as to give the
consent of the State of Maryland to the acquisition by the
United States of America, or any instrumentality or agency
thereof, of such title, easements or rights of way over lands
now owned by the State and which may be needed for the
construction by the United States of a parkway or other
road between the cities of Washington and Baltimore; and
authorizing the Governor of Maryland to execute appropriate
instruments of conveyance to pass the necessary title or
rights so to be acquired.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and the same is hereby added to
Article 96 of the Code of Public General Laws of Maryland
(1939 Edition), title "United States77, sub-title "Public Build-
ings and Land", said new section to be designated Section 31 A,
to follow immediately after Section 31 of said Article and to
read as follows:

31 A. The consent of the State of Maryland is hereby given,
in accordance with the Seventeenth Clause, Eighth Section of
the First Article of the Constitution of the United States, to
the acquisition by the United States by purchase, condemna-
tion, gift or otherwise of any land, rights of way, easements,
etc., in this State required or needed by the United States
for the construction of a parkway, highway, motorway or free-
way between the City of Washington, D. C., and the City of
Baltimore, Maryland, the consent hereby given to apply par-
ticularly to all parklands acquired or to be acquired in the
name of the State of Maryland by the Maryland-National Cap-
ital Park and Planning Commission pursuant to the authority
of Chapter 448 of the Acts of 1927, as amended. Absolute title
to such portion of said parklands as may be needed, or ease-,
ments or rights of way over the same, may be given by the
State of Maryland to the United States, or any agency or
instrumentality thereof, for the foregoing purposes, and, upon
the advice and approval of the Maryland-National Capital Park
and Planning Commission, the Governor of Maryland is hereby
authorized to execute on behalf of the State, such instruments
of conveyance as may be necessary to consummate the gift of
the needed portion of said parklands as herein authorized, and
the Governor is further authorized to include in such instru-
ments such conditions respecting control and jurisdiction by
the United States and by the State of Maryland, and their
respective agencies as may be mutually agreed upon by the
National Capital Park and Planning Commission and by the
Maryland-National Capital Park and Planning Commission,
respectively.
