lawful for any person or persons, house, company, firm, associa-
tion, club, body corporate or manufacturer of intoxicating li-
quors of any kind to manufacture, barter or sell, directly or in-
directly, or to give away at any place of business, or to give or
furnish to persons under the age of twenty-one years, or to solic-
it or to receive orders for the purchase of, at any place within
the limits of Washington County, any spirituous, fermented,
malt, vinous, alcoholic or intoxicating liquors of any kind in-
cluding whisky, brandy, rum, gin, wine, ale, beer and all other
alcoholic liquors and any mixture of liquors which shall con-
tain more than one-half of one per cent, by volume of alcohol
and any mixture which shall contain less than one-half of one
per cent, by volume of alcohol if the same shall be intoxicat-
ing. Nor shall any license be granted for the sale of the same
in any part of said County, and such license if issued shall be
void; provided that this section shall not apply to sales made
by a person under a provision of law requiring him to sell
personal property; and be it further provided, That nothing
herein contained shall make it unlawful to manufacture, buy,
sell, ship, or deliver, or deal in any bona fide medicinal, cul-
inary. or toilet preparation, official, standard or proprietary,
provided that the same does not contain more alcohol than is
necessary to comply with its standard or official formula, or to
hold the constituents in solution, preserve the preparation or
keep it from freezing, and provided the preparation is not sold
for use as a beverage or intoxicant. But if a special election
is held within less than five months previous to the first day of
May next following, then the provisions of this section and the-
following sections of this Act shall not go into effect until May
1st one year after the first day of May next following said
election.

SEC. 5. And be it enacted, That it shall be unlawful for any
person or persons, house, company, club, firm, manufacturer,
association or body corporate to deposit, keep, store or have in
his, her, its or their possession any spirituous, fermented, malt,
vinous, alcoholic or intoxicating liquors of any kind, including
cider, beer, gin, or any article used or sold as a beverage in
the composition or compounding of which brandy, high wines
or alcohol or any spirituous or fermented liquors shall be an
ingredient, with intent to sell, barter or give away in violation
of the provisions of this Act, within the limits of said County.

SEC. 6. And be it enacted, That if any person or persons,
