the provisions of the sixty-sixth article of the Code of General
Public Laws in regard to free negroes and mulattoes;

Which was read the second time, and,

On motion,
Three-fourths of all the Senators concurring,

Was read the third time, and passed by yeas and nays as
follows :

Blackistone, Lynch,

Bradley, Miles,

Duvall, Nuttle,

Franklin, Smith,

Grahame, Watkins,

Gardiner, Whitaker,
Goldsborough, of Talbot; Yellott—16.

NEGATIVE—NONE.

Said bill was then returned to the House of Delegates.

The hour for taking up the unfinished business having arrived,
the bill, entitled,

An act to provide for the Safety and Peace of the people of
Maryland, was taken up.

On motion of Mr. Goldsborough, of Talbot,

Ordered, That the bill now under consideration be re-com-
mitted to the special committee of five, with an understanding,
that the same, when reported, shall be considered upon its third
reading, subject to amendment, as if the same were upon its
second reading.

Mr. Kimmel presented a memorial from twenty-four citizens
of Port Deposite against the passage of the Safety law.

Which was read and referred to the Committee on Federal
Relations.

On motion of Mr. Yellott,

Ordered, That when the Senate adjourn, it will adjourn to
meet on Monday next at half-past twelve o'clock, P. M.

On motion of Mr. Lynch,

Ordered, That the President of the Senate be authorized to
appoint a Clerk for the Committee on Federal Relations.

The President appointed George Tyler.
