Dr. Lynch, from the Committee on Federal Relations, made
the following

REPORT:

The Committee on Federal Relations submit the following re-
port, in relation to "a petition of sundry citizens of St. Mary's
county, against precipitate action on the present crisis.

The committee think it inexpedient to make any report on
special memorials in relation to Federal affairs, as it may become
their duty to submit to the Senate a general report on this sub-
ject. As the aforesaid memorial is in the possession of the
Senate, and addressed to both Houses of this General Assembly,
and should, in the opinion of this committee, be presented to both
bodies, we recommend that said memorial be sent to the House
of Delegates for information.

We submit to your Honorable Body the aforesaid "petition,"
with this report.

The Senate adjourned.
