Which was read the first time.

On motion,

Three-fourths of all the Senators concurring,
Was read a second time, and ordered to be engrossed.

On motion,
Three-fourths of all the Senators concurring,

Was read the third time, and passed by yeas and nays as
follows:

Blackistone, Kimmel,

Bradley, Lynch,

Duvall, Nuttle,

Dashiell, Smith,

Franklin, Stone,

Grahame, Townsend,

Gardiner, Whitaker—17.
Goldsborough,of Talbot;

NEGATIVE—NONE.

Said bill was then sent to the House of Delegates.

Mr. Whitaker presented the memorial of Q. E. Bateman,
Sheriff of Harford, to the General Assembly of Maryland.

Which was read and referred to the Committee on Finance.

Mr. Stone presented the memorial of seventy-five citizens of
Boonsboro', Washington county, protesting against secret
sessions, and establishing Committees of Safety.

Also, the petition of forty-four citizens of Washington county,
protesting against secret sessions, and establishing Committees of
Safety.

Which were severally read and referretl to the Committee on
Federal Relations.

Mr. Yellott, from a special committe, reported favorably on
House bill, entitled,

An act to amend the fourth article of the Code of Public Local
Laws, by adding thereto the following sections————; vesting in
the Board of Police of the city of Baltimore, all the authority in
said city now vested in a single magistrate and constable, under
