PHILLIPS LEE GOLDSBOROUGH, ESQ., GOVERNOR. 955-

of Maryland and to further carry out all the provisions of this
act, be and the same is hereby created, consisting of the follow-
ing citizens of the State of Maryland, viz.: William H. Welch,
James E. Ellegood, Thomas E. Martindale, John Walter
Smith, Brice W. Goldsborough, Henry L. D. Stanford, Wil-
liam M. Cooper, J. McFaden Dick and Joseph L. Bailey. They
shall organize by the election of a president, vice-president, sec-
retary and treasurer, and appoint such other officers as may
be deemed necessary and shall prescribe such rules, terms and
regulations as may be necessary from time to time, and they
shall be clothed with all the powers and responsibilities of a
private corporation for the purposes named herein, and in case
of the death, resignation or refusal to serve on the part of any
of said commissioners, the remainder shall elect their successors'
and a majority of said commission shall fill all vacancies in
said commission that may hereafter occur by death, resignation
or otherwise.

SEC. 5. Be it enacted, That this act shall take effect from-
the date of its passage.

CHAPTER 651.

AN ACT to repeal sections 185, 187, 188 and 189 of Article 23
of the Code of Public Local Laws of Maryland, title "Wicom-
ico County," sub-title "State's Attorney," and to re-enact the-
same with amendments.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That sections 185, 187, 188 and 189 of Article 23 of the
Code of Public Local Laws of Maryland, title "Wicomico
County," sub-title "State's Attorney," be and the same are
hereby repealed and re-enacted with amendments as follows:

185. In all criminal cases in the Circuit Court for Wicom-
ico County, in which the State's Attorney shall appear for the
State of Maryland, an appearance fee for said State's Attorney,
as now allowed under the existing laws of this State, shall be
taxed as part of the cost by the Court trying said cases, and be
collected by the clerk of the Court of said county as other costs
are collected, and when collected from the party or parties lia-
ble therefor, shall be paid over by the clerk to the County Com-
missioners of Wicomico County.

187. The State's Attorney of said Wicomico county in lieu
of the fees heretofore received by him in any criminal or mis-
