Mr. Snyder, from the Select Committee to whom was re-
ferred House bill entitled an Act to authorize the Mayor and
City Council of Baltimore to issue its bonds, to defray the

expenses of the building of the new City Hall, reported it
without amendment,

Said bill was then read the second time.

The Clerk of the House of Delegates delivered the follow-
ing message.

House bill entitled an Act making appropriation for the

support of the Government for year ending January 1, 1872.

Which was read the first time and referred to Committee

on Finance.

Mr. Grove, of' Washington county, having made the fol-
lowing remarks:

SENATORS:

I leave you now, perhaps forever; intelligence of a sad
character has reached me.

I bid you that adieu which one man can extend to another.
If I have offended any, I ask their pardon.
For me, there is no offence. In the walks of life, I do
hope that the flowers of pleasure, peace and happiness, may
be strewn in your pathway, and that "no thorn rest in the
flesh."
Happy would I be to meet each of you at my hearth-stone.

Mr. Stephenson, moved they be entered upon the Journal.
Which was determined in the affirmative.

The hour of one o'clock having arrived, the Senate pro-

ceeded to the consideration of the Senate bill entitled an Act
to repeal sections 250 to 260, inclusive, of Article 4, of the
Public Local Laws, sub-title "Foreign Passengers," and to
re-enact the following in lieu thereof.

Said bill being on the second reading.
Mr. Snyder submitted the following amendments:

AMENDMENTS PROPOSED.

Amend section 259, by striking out the words "two-fifths,"'
where they occur in the fifth line, and insert in' lieu thereof
the words: one-third.

Amend section 259, by inserting after the word "Emi-
grants," where it occurs in the sixteenth line, the following:

one-third to the Trustees of the Poor of Baltimore city.
