138 Journal of the State Council, 1784-1789.

Monday 18th. September 1786

The Council met.

Present The Honorable James Brice

John Kilty
Samuel T. Wright
William Paca Esquires.

[p 168] Ordered That the Western Shore Treasurer pay to
Randolph Brandt Latimer Nineteen pounds and six pence specie
agreeably to the "Act to adjust the Debts due from this State" per
Account passed by the Auditor General the 1st. June last.

The Honorable James Brice Esquire retired.

Ordered That the Western Shore Treasurer pay to William
Wells Forty three pounds, fifteen shillings for One quarter's Salary
due him as Clerk to the Auditor General, the 10th instant.

That the said Treasurer pay to Mrs. Mary Hilleary the Widow
of Lieut. Rignal Hilleary, deceased, Fifteen pounds for three Months
half pay allowed her in Virtue of the "Act for the relief of the Widows
of such Officers of this State, who died in the Continental Service"
ending the 8th instant.

His Excellency William Smallwood Esquire attended.

The Council adjourned 'till tomorrow morning 11 o'clock.

Tuesday 19th. September 1786

The Council met.

Present His Excellency William Smallwood Esquire.

William Paca Esquires.

Messrs. Nicholas and Jacob Vanstaphorst having by their Letter
of the 26th. June last signified their dissent to the proposition made
by the General Assembly at the last Session to receive 7 1/2 per Cent
Interest on the Loan made by them to the State to commence from
the time of the Loan to the expiration of the third year and six per
Cent afterwards etc., and this Board being empowered by the same
Act if the said Proposition was rejected by them, to appoint Arbitra-
tors in Concurrence with the Agent of the said Vanstaphorst's to
decide the Dispute subsisting between the State and them on the said
Contract, have and do accordinly Nominate and appoint the Honor-
able John Jay and Robert R. Livingston Esquires of New York as
Arbitrators on the Part of the State, who are hereby vested with
power in conjunction with two Gentlemen to be appointed on behalf
of Messrs. Vanstaphorsts, to determine finally on the Contract
aforesaid.
