That the said Treasurer pay to Thomas Crackalls one pound eight
shillings and six pence and John Lancaster two pounds, thirteen shil-
lings and one penny specie due them per Accounts passed. —
That the said Treasurer pay to Henry Banning Twenty five pounds,
eighteen shillings and one penny specie due him for Money lent per
Certificate passed. —
That the said Treasurer pay to Daniel Munro five pounds eight
shillings and nine pence specie for riding Express per Account
passed. —
That the said Treasurer pay to Captain James Somervill Twenty
seven pounds, thirteen shillings specie out of the money that came
from the Havana and put into the Treasury by General Smallwood
on Accot. —
Commission issued to John Oakley appointed Surveyor of Prince
Georges County in the room of John Beall resigned. —

While we lament the Death of the late Naval Officer of Baltimore
District, we are happy in the Opportunity it has afforded us, of testi-
fying our High Sense of your Merit and Services, by appointing you
to succeed to that Office. We enclose you a Copy of some Resolu-
tions which passed previous to the Appointment.

[W Paca in Council to Honble General Assembly]

The "Act to prevent Frauds in Commerce and to direct the Duty
of Naval Officers," enacts that Vessels shall clear out at no Office,
but that at which they enter. As we have appointed General Otho H.
Williams, who is now absent from the State, tho' hourly expected to
return, to be Naval Officer for the fourth District, and as there are
many Vessels waiting only to be cleared out, to proceed to Sea; we
take the Liberty of recommending to the Attention of your Honors,
the Propriety of adopting same Mode to prevent the Injury Indi-
viduals will sustain from the Absence of the present Naval Officer

Present as on Yesterday. —
Ordered that the western shore Treasurer pay to John Wilmot six
pounds, nineteen shillings specie for riding Express per Account
passed. —
That the said Treasurer pay to Major John Davidson seventeen
pounds specie out of the money that came from the Havana and put
into the Treasury by Major General Smallwood on Account.
