On Motion, the following Questions were put
Is a Member of the General Assembly, on the resignation of his
Seat, and relinquishment of the Proffits and Emoluments of Office
for the Time for which he was chosen a Member of the Assembly —
capable of holding or executing such Office of Proffit ?
Unanimously determined in the Negative
Is an Officer of the Army elegible as Naval Officer previous to a
resignation of his Commission. —

Affirmative Negative

G Duvall, B. Stoddert—
The Governor. —

So it was determined in the Affirmative. —
Is an Officer of the Army capable of holding & executing the Office
of Naval Officer previous to a Resignation of his Commission ?

Unanimously determined in the Negative.
Is an Officer on half pay, holding his Commission, and liable to
be called into Service, capable of holding and executing the Office of
Naval Officer, during his half pay and retirement from Service.
Unanimously determined in the Negative. —
Is an Officer on half pay, not Subject as such, to be called into
Service, capable of holding and executing the Office of Naval Officer
during his half pay.
Unanimously determined in the Affirmative. —
The Board then proceeded to the Appointment of a Naval Officer
for the said District, and General Otho Holland Williams was
elected. — and Commission issued. —

Tuesday 7th January 1783.

Present as on Yesterday. —
Ordered that the western shore Treasurer pay to Thomas Lancas-
ter two hundred and seven pounds, thirteen shillings and eight pence
specie agreeable to the Act to adjust the Debts due from this State "
for four Certificates adjusted to the 1st of December 1782. —
That the said Treasurer pay to Henry Banning two hundred and
ten pounds, twelve shillings and one penny — Thomas Harrison one
hundred and sixty one pounds, fifteen shillings and two pence —
Richard Parrott two hundred and forty eight pounds, two shillings
and five pence and Elizabeth Spencer (Widow) eleven pounds, seven-
teen shillings and three pence specie agreeable to the Act to adjust the
Debts due from this State per Certificates adjusted 19 November
1782.—
