[Council to Majr Mount joy Bailey.]
A Petition has been presented to this Board by a Number of the
Inhabitants of Frederick County, arraigning your Conduct as Officer
of the Guard over the Prisoners. As one of the Charges deserves
our particular Attention, we have referred the Matter to Colo Thomas
for Enquiry, and have requested him to examine into the Whole of
them, and to report to us his Opinion, with the Evidence, and at the
same Time, have requested him to shew you the Petition and to give
you Notice of the Examination of the Evidences. We trust, from
your Conduct heretofore, there is no Foundation for the Charges.
