Danger will not be so great as now or lately, wherefore we
wish you to give Orders for them to return into the Bay with
a Discretion in the Captain to vary his Port and attempt the
Inlets, if Circumstances should make it expedient. We wish
to have both the Vessels well ballasted at least, with Salt.

The foregoing is a Copy of ours designed by the Molly and
as it contains our Request as to the Disposition of both
Vessels. We have nothing further to add in this by the Genl
Smallwood other than that we are &ca

In Council 18th May 1778
Sir.
We send down a Quantity of Flour by the Gallies, out of
which you are to finish the Stowage of the Molly after putting
in the Tobacco now on Board the Baltimore Galley. We
thought it better to make up the Deficiency with Flour which
will give you a mixed Cargoe, than to purchase the Tobacco
below. Inclosed you have a Letter for Mr Harrison. Do not
omit to send us by the Gallies, what belongs to the Molly and
will not be necessary in her, with an Inventory

Wilmington Mav 18th 1778
Dr Sir
I have inclosed you a Letter from his Excellency General
Washington, which he charged me to forward Immediately by
an Officer who will wait your leisure should you incline or
judge it Necessary to return by him any Dispatches relative to
the Subject of the requisition
From every Account and a variety of Circumstances con-
curring it is supposed the Enemy are about to Evacuate
Philadelphia and the General wou'd wish in that Instance to
draw the Continental force to a Point to avail himself of any
Advantage which might offer; whilst the Public stores remain
at Elk and in the Peninsula below, the troops Stationed here,
could not with propriety March to join the Army, and have
