In Council Annapolis 24th May 1779
Sir
We have ordered you by Mr Bryan 300lb Lead & 500 Flints;
we cannot well spare any Powder from hence, having sent
away all but what may eventually be necessary, and, consider-
ing that Baltimore would be the first Object, we have sent our
Arms thither except about 600 Stand which we have kept here;
the second Object, doubtless, of the Enemy, which may secure
us against an Attack by a small Force only. We see by your
Return 13th March, you had 3 Half Barrls & 5 Quarter Casks
of good Musquet Powder & 165 good Musquets; these, with
the common Guns in the Hands of the People, we hope will
be fully sufficient against any little Parties which may land on
your Shores and we cannot think its probable that you will
have a more formidable Force to encounter
