Born in Baltimore, Maryland, September 23, 1931.  Attended Baltimore Polytechnic Institute; University of Baltimore.  Married; one son.

General Assembly:
Member of Senate, 1975-83.  Member, Constitutional and Public Law Committee; Election Laws Task Force.  Co-Chair, Legislative Committee on Port of Maryland.
Member, House of Delegates, 1987-.  Member, Commerce and Government Matters Committee, 1995- (Motor Vehicles Subcommittee); Joint Committee on Protocol; Judiciary Committee, 1990-94; Special Committee on Rail Mergers, 1997.  Vice-Chair, Baltimore City Delegation, 1991- (Vice-Chair, Liaison Work Group).

Private Career and Other Public Service:
Administrative Officer, Motor Vehicle Administration.  Recipient of numerous community and veterans citations.  Recipient for four years, Community Service Award for work as Chair of United Charity Campaign.  Member, Governor's Commission on Baltimore City Automobile-Insurance Rate Reduction, 1995.
