MACS Disabilities Advisories Council Welcomes New Staff

The Maryland Developmental Disabilities Council is pleased to introduce the start of a new Council initiative--the Special Education Leadership Project. The project will impact local special education issues through the provision of training, technical assistance, and support to Special Education Citizens' Advisory Committees over the next 3 years. In addition, in areas where no such committees exist, the project will help families and local school systems develop family-led advisory committees.

We are excited to welcome Yolanda Brooks and Kelli Nelson to the Council staff as Co-Directors of the project.

Yolanda Brooks holds a degree in Government and Politics and has 12 years of progressively responsible legal and administrative experience in the criminal justice field. She is a volunteer mentor with the Family Support Network's Infants and Toddlers Program of Prince George's County and the coordinator of the special needs outreach ministry at Henson Valley Christian Church. She is the parent of a four-year-old son who has cerebral palsy.

Kelli Nelson is the co-Chair of the Baltimore County Interagency Coordinating Council, a member of the Maryland State Interagency Coordinating Council, and the Legislative Liaison for the Baltimore County Citizens' Advisory Committee for Special Education. She is the parent of an 11-year-old son with Pervasive Developmental Disorder and twin girls who recently graduated from the Baltimore Infants and Toddlers Program.

Ms. Brooks and Ms. Nelson will begin working at the Council on August 13th and may contacted after that time through the Council's main number. Please join us in welcoming Ms. Brooks and Ms. Nelson to the Council.

Bert Warshaw Memorial Grant

Each year the Multiple Sclerosis Foundation makes dreams come true for individuals with multiple sclerosis throughout the country.

Bert Warshaw, whom the grant honors, was the owner of All-American Printing Company, located in Plantation, Florida, and he was a dear friend to the Multiple Sclerosis Foundation. In his memory, the Multiple Sclerosis Foundation has created the Bert Warshaw Memorial Grant.

Recipients of the Multiple Sclerosis Foundation's Bert Warshaw Memorial Grant have received car repairs, ramps, wheelchairs, walkers, eyeglasses, computers, appliances, televisions, furniture, therapeutic equipment, hobby supplies, retreats, and various home modifications.

The purpose of the grant of up to $1,000.00 per each selected applicant is to improve the quality of life for those with MS through greater independence, education, employment or improved health and well-being.

To qualify, applicants must be U.S. residents, have been diagnosed with MS, at least 18 years of age, and have no other means of fulfilling the need they express. Applicants are asked to provide basic personal and financial information, and to write a brief essay of 100 words or less to describe how the grant would help them have A Brighter Tomorrow.
Applicants can have insurance.

*NEWS* New theater, New chain - The Loews Cineplex/Universal City Cinema at the CityWalk complex in Los Angeles, a digital film projection facility, is now equipped with the Rear Window Captioning and DVS Theatrical systems. The access systems have officially entered the digital age.

More news-- Famous Players theater chain in Canada will be installing systems in five Ontario theaters this fall.

DUTIES:
THIS IS AN SL POSITION AND THERE IS NO TIME IN GRADE REQUIREMENT. The
Science and Technology Advisor reports directly to the Director of the National Institute on Disability and Rehabilitation Research (NIDRR), Office of Special Education and Rehabilitative Services (OSERS). The incumbent serves as the NIDRR staff expert and advisor on complex national and international issues and topics involving medical rehabilitation, bio-engineering, technology, and related scientific areas. Advises the Director of NIDRR on current issues and the latest developments made in scientific research in such areas as spinal cord and traumatic brain injury, neuromusclar diseases, bio-engineering, mechnical and electrical engineering, and adaptive technologies and telecommunications. The incumbent's in-depth knowledge and expertise in these areas will assist the Director in promoting coordination and cooperation among Federal departments and agencies conducting rehabilitation research programs, such as the National Institutes of Health, the National Institute of Mental Health, the National Aeronautics and Space Administration, and the National Science Foundation. Establishes NIDRR's goals and objectives for research programs to keep abreast of the latest developments in diverse areas of rehabilitation, medicine, assistive technologies, and engineering as well as NIDRR's other responsibilities in rehabilitation, special education and social and behavioral sciences.

QUALIFICATION REQUIREMENTS:
BASIC REQUIREMENTS: You must meet one of the following basic requirements:
A. Degree: that included at least 24 semester hours of course work in the behavioral or social sciences; OR

B. Combination of education and experience--that included at least 24 semester hours of course work in the behavioral or social sciences, and that provided applicants with knowledge of the behavioral or social sciences equivalent to a 4-year degree.

Specialized Experience:
Applicants must have 52 weeks of experience which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and which is typically in or related to the work of the position to be filled. In addition, the applicant must demonstrate extensive knowledge and expertise in one or more of the following areas: research design, behavioral and social sciences, biomedical engineering, medicine and health, data analysis and computer sciences as they apply to disability and rehabilitation research.

As the Maryland Transit Administration's ADA expert, this position serves as a highly visible spokesperson for the MTA, responsible for coordinating, developing, planning, and overseeing programs that meet the needs of individuals with disabilities and comply with the Americans with Disabilities Act of 1990. The position provides guidance and counsel to MTA management and staff, individuals, and the community to ensure ADA Title II compliance. Examples of duties: participates in Engineering projects to ensure design, construction and project management provides appropriate access for all transit users and adheres to the ADA; inspects, monitors, and oversees equipment procurement, design and construction projects; develops and implements inspection programs of all MTA facilities, bus and rail services to ensure compliance with ADA requirements. The position also creates and oversees the implementation of MTA's operator/ passenger assistance and sensitivity training programs, as well as helping customers use MTA's accessible transit network.

Minimum Qualifications are a bachelor's degree from an accredited college or university and seven years of experience in developing, interpreting, implementing and/or ensuring standards and procedures comply with the Americans with Disabilities Act of 1990. Two years of this experience must have involved the supervision of other employees or exercising responsibility for program development. Additional experience may be substituted on a year for year basis for the required education. Additional graduate level education at an accredited college or university may be substituted for the experience at the rate of 30 semester credit hours for one year of the required general experience.

11th Anniversary of the ADA

In preparation of for the 11th anniversary of the landmark ADA, President Bush recently signed Executive Order 13217 (www.whitehouse.gov/news/releases/2001/06/200010619.html) promoting community based alternatives for people with disabilities. An interagency report to the President from the Departments of Health and Human Services, Housing and Urban Development, Labor, Education, and Transportation, and the Social Security Administration that assesses barriers faced by people with disabilities is due by October 16th.

Disability Access Card Program

DISABILITY ACCESS CARD PROGRAM DRAWS ENTHUSIASTIC BUSINESSES AND CONSUMERS

Phone calls and applications have been steadily coming into the Governor's Office for Individuals with Disabilities since the announcement of the Maryland Disability Access Card Program. The 2000 Session of the Maryland General Assembly passed Senate Bill 50, establishing the Disability Access Card Program in the Governor's Office for Individuals with Disabilities. Similar to senior citizen discount programs, the program provides discounts on services, entertainment and merchandise at various participating businesses throughout the State of Maryland to eligible individuals with disabilities. Maryland citizens with permanent disabilities who provide proof that they are receiving disability from a U. S. agency are eligible.

Participation in the program by businesses is voluntary and each business determines the type and amount of the discount or special offer to be given to customers with disabilities. The list of participating businesses will be distributed to eligible participants with disabilities who join the program and posted and updated on the websites of the Governor's Office for Individuals with Disabilities and the Maryland Technology Assistance Program. A special Disability Access Card will identify eligible participants in the program. Businesses or individuals with disabilities wishing to participate and/or get additional information about the program should contact Bobette T.
