Born in Baltimore, Maryland, May 16, 1962.  Son of Clarence M. Mitchell III. Attended Baltimore Polytechnic Institute; University of Maryland College Park; Morgan State University.

Member, House of Delegates, Legislative District 44 (Baltimore City), January 11, 1995 to January 13, 1999. Democrat. Member, Ways and Means Committee, 1995-99 (education subcommittee); Joint Audit Committee (formerly Joint Budget and Audit Committee), 1995-99; Joint Committee to Study Mandates on Local Government, 1995-97; Special Committee on School Enrollment Management, 1996-97; Joint Committee on Welfare Reform, 1996-99. 2nd Vice-Chair, Maryland Legislative Black Caucus, 1998-2000.

Member of Senate, Legislative District 44 (Baltimore City),  January 13, 1999 to January 8, 2003. Democrat. Member, Judicial Proceedings Committee, 1999-2003; Joint Committee on Federal Relations, 1999-2003; Joint Committee on Welfare Reform, 1999-2003. Chair, Rules Committee, 2001-03. A leader in Operation Drug-out, a program that visited all high schools in Baltimore City, 1985-90 (recognized by CBS Evening News for its work with young people).
