Biography:

Born in Norfolk, Virginia, May 8, 1936.  Attended Washington High School, Princess Anne; University of Maryland School of Pharmacy, B.S., 1961.  Married; two children.  Died April 27, 2006.

Member, Ways and Means Committee, 1995-2006 (finance resources subcommittee, 1995; transportation subcommittee, 1996, vice-chair's subcommittee, 2003-06; chair, fee subcommittee, 1997; chair, tax & revenue subcommittee, 1998-2003; chair, education subcommittee, 2003-06, member, 1997); Joint Committee on Federal Relations, 1995-06; Joint Audit Committee, 2003-06. Pharmacist.  Served in U.S. Coast Guard, 1961-69.  Member, Democratic State Central Committee, Worcester County, 1974-78. Member, Board of County Commissioners, Worcester County, 1978-90. Member, Maryland Tourism Development Board, 1994-06. Citizens Advisory Board for Holly Center, 1997-2005; Forvm for Rural Maryland, 1998-2003; Commission on Transportation Investment, 1999; Governor's Task Force on Eastern Shore Economic Development, 1999-2001; Tri-County Council for the Lower Eastern Shore of Maryland, 2001-06; Commission to Study Local Maintenance of Effort (for education funding), 2005-06; Lower Eastern Shore Children's Center Advisory Board, 2005-06. Member, Maryland Pharmaceutical Association; Eastern Shore Pharmaceutical Association; Worcester County Farm Bureau; Salisbury Elks Club; Ocean City Veterans of Foreign Wars; Ocean City Marlin Club; Ducks Unlimited; Berlin Lions Club; Berlin-Ocean City Jaycees; Berlin Chamber of Commerce.  Life member, University of Maryland Alumni Association.  Eagle Scout.  Recipient, Bowl of Hygeia for State of Maryland, a national pharmacy award, 1989. Legislator Recognition Award, Maryland Association of Counties, 1998. Active member, Berlin Fire Company for 35 years.
