(b) (1) Notwithstanding any other provision of law:
(i) A county or Baltimore City may submit to the Board of Public
Works by January 15, 1993 a proposed schedule by which the reduction specified in
subsection (a) of this section will:
1. By June 30, 1993, on an installment basis in reasonably equal
amounts, be paid to the State or set off against any amounts due a county or Baltimore
City; or
2. By April 15, 1993, on a lump-sum basis, be paid to the State
or set off against any amounts due a county or Baltimore City;
(ii) The Board of Public Works shall review and may modify as it
deems appropriate any proposed schedule or if a county or Baltimore City fails to submit
a schedule by January 15, 1993, the Board may establish a schedule;
(iii) The Board of Public Works shall approve a schedule for each
county and Baltimore City under which by April 15, 1993, on a lump-sum basis, or by
June 30, 1993, on an installment basis, the amounts specified in subsection (a) of this
section will be collected from or set off against any amounts due the county or Baltimore
City; and
(iv) In the event a county or Baltimore City fails to make a payment
under the terms of the schedule, the Board of Public Works may direct an offset against
any money due the county or Baltimore City.
(2) The amount of any reduction as specified under subsection (a) of this
section shall be credited to the General Fund of the State.
