(i) The budget committees have received and approved a
definitive program plan, preliminary design, and detailed cost
estimate for the Library for the Blind and Physically Handicapped,
as well as the results of test borings and the preliminary design and
cost estimate for the expansion of the State Library Resource
Center located at the Pratt Central Library, and
