(f) Maryland Correctional Institution - Hagerstown (Washington County):

Construct improvements to wastewater treatment plant. The
amount of funds in this appropriation not encumbered for the
purposes identified above as of June 1, 1991 shall be used to
provide funds for the design, including necessary studies, of capital
improvements to the State-owned water and wastewater systems.
NOTWITHSTANDING ANY PROVISION OF STATE LAW,
INCLUDING THE PROCUREMENT PROVISIONS OF THE
STATE FINANCE AND PROCUREMENT ARTICLE, AND
SUBJECT TO THE APPROVAL OF THE BOARD OF PUBLIC
