[(4)](3) Credit the balance to the Transportation Trust Fund.
(c) Notwithstanding any other law and in addition to any other exceptions
provided by law, all costs, fines, penalties, and forfeitures received by or paid to the
District Court under the Maryland Vehicle Law shall be collected and remitted as
provided in the Courts Article.
(d) Except as provided in subsection (b) of this section, and except for funds
received from the Department and the Maryland Transportation Authority for services
rendered under agreements with the Department and the Maryland Transportation
Authority, the salaries and expenses of the Maryland State Police and the State Police
Retirement System shall be paid from the general funds of this State.
[(e) (1) $5,800,000 of the amount distributed under subsection (b)(2) of this
section shall be distributed as follows:
(i) 50 percent to Baltimore City; and
(ii) 50 percent to be allocated among the counties and municipalities
in the same manner as highway user revenues are allocated under §§ 8-404 and 8-405 of
this article;
(2) Of the balance of the amount distributed under subsection (b)(2) of this
section, a percentage shall be distributed to each county and Baltimore City equal to the
ratio of the number of vehicle registrations for that county or Baltimore City, determined
according to the addresses of the owners of the vehicles, to the total number of vehicle
registrations in the State.
(3) The revenues distributed to Baltimore City, the counties, and the
municipalities under paragraph (1) of this subsection are subject to the conditions on
distribution, limitations on use, and other provisions of Title 8, Subtitle 4 of this article
relating to highway user revenues.]

(a) In this section, "miscellaneous fees" means all fees collected by the
Administration under this article other than:
(1) The vehicle titling tax; and
(2) Vehicle registration fees under Part II of Title 13, Subtitle 9 of this
article.
(b) Except as provided in this section, the Administration may not alter the
miscellaneous fees that the Administration is authorized under this article to establish.
(c) Subject to the limitations under subsection (d) of this section, before [July 1]
THE START of any fiscal year the Administration by regulation may alter, effective
beginning in the upcoming fiscal year, the levels of the miscellaneous fees that the
Administration is authorized under this article to establish.
