(4) The Council shall meet at least four times a year.

The purpose of the Council is to;

(2) Prepare and annually update a 2- year plan:
(i) Establishing priorities and strategies for the
delivery and funding of state drug and alcohol prevention,
intervention, and treatment services in coordination with the
needs assessment provided by the alcohol and drug abuse
administration, the Governor's criminal justice strategy, and the
criminal justice system; and
