(ii) In lieu of dismissing the claim or action, the panel chairman
or the court shall grant an extension of no more than 90 days for filing the certificate
required by this paragraph, if:
1. The limitations period applicable to the claim or
action has expired; and
2. The failure to file the certificate was neither willful
nor the result of gross negligence.

(z) "Qualified expert" means a licensed psychologist or licensed psychiatrist
who:
[(i)](1) Has expertise in child development, with training in the
forensic evaluation of children, as approved by the Secretary of Health and Mental
Hygiene;
[(ii)] (2) Is familiar with the competency standards contained in this
subtitle; and
[(iii)](3) Is familiar with the treatment, training, and restoration
programs for children that are available in this State.
