(1) prohibit certain merchants from engaging in certain unfair trade practices;
(2) create an administrative hearing process to adjudicate violations of the
County consumer protection law;
(3) clarify the County's authority to enforce the County consumer protection
law;
(4) repeal obsolete provisions of and update terms in the County consumer
protection law; and
(5) generally amend the County consumer protection law.
