local authority may exempt participants in an approved MOTOR VEHICLE OR bicycle
racing event from compliance with other provisions of the Maryland Vehicle Law that
otherwise would be applicable to the participants in the MOTOR VEHICLE OR bicycle
racing event.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act is an emergency
measure, is necessary for the immediate preservation of the public health or safety,
has been passed by a yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, and shall take effect from
the date it is enacted. It shall remain effective through September 30, 2009, and at the
end of September 30, 2009, with no further action required bv the General Assembly,
this Act shall be abrogated and of no further force and effect.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 1365 - Town of Brookview (Dorchester County) - Urban Renewal
Authority for Slum Clearance.
This bill authorizes the Town of Brookview, Dorchester County, to undertake and
carry out specified urban renewal projects for slum clearance and redevelopment. The
bill also prohibits specified land or property from being taken for specified purposes
without just compensation first being paid to the party entitled to the compensation.
Senate Bill 1008, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 1365.
