The Honorable Michael E. Busch
Speaker of the House
State House
Annapolis, MD 21401
Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 463 - Ground Rents - Remedies for Nonpayment of Ground Rent.
This bill eliminates the possibility that a leasehold tenant could lose the tenant's home
for failure to pay a ground rent by repealing the leaseholder's ability to bring an
ejectment action and providing instead for the creation of a lien.
Senate Bill 396, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 463.
Sincerely,
Martin O'Malley
Governor
House Bill 463
