Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 63 - Dorchester County - Alcoholic Beverages - Special Class C
Licensees - Distribution of Wristbands.
This bill requires a holder of a specified special Class C license in Dorchester County
to distribute, at the event for which the license is issued, a wristband to each
individual who is at least 21 years old. The bill also prohibits the holder of such a
license from serving an alcoholic beverage to any individual who does not wear the
wristband.
Senate Bill 713, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 63.
