Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 28 - Procurement - Small Business Reserve Program - Sunset
Extension.
This bill extends the termination date for the Small Business Reserve Program for
three years, from September 30, 2007, to September 30, 2010. Chapter 75 of 2004
established the Small Business Reserve Program, which requires 22 designated State
agencies to structure their procurement procedures so that at least 10% of the total
value of each agency's procurements of goods, supplies, and services are made directly
to small businesses.
Senate Bill 23, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 28.

AN ACT concerning
Procurement - Small Business Reserve Program - Sunset Extension
Modifications Sunset Extension
FOR the purpose of altering certain reporting requirements relating to procurements
involving small businesses under the Small Business Reserve Program;
continuing until a certain date the provisions of the State Procurement Law
relating to procurements from small businesses under the Small Business
Reserve Program; and generally relating to the Small Business Reserve
Program.
