[(D)] (E) Marketing the special taxing district facilities and

Annapolis, MD 21401 Dear Mr. President: In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed Senate Bill 397 - Ground Rents - Conversion of Irredeemable Ground Rents. This bill authorizes the conversion of an irredeemable ground rent to a redeemable
ground rent unless a notice of intention to preserve irredeemability is recorded in the
land records on or before December 31, 2010. House Bill 452, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 397. Sincerely, Martin O'Malley
Governor Senate Bill 397 AN ACT concerning Ground Rents - Conversion of Irredeemable Ground Rents FOR the purpose of providing for the conversion of an irredeemable ground rent to a
redeemable ground rent unless a notice of intention to preserve irredeemability
is recorded within a certain period of time; providing that a disability or lack of
knowledge does not prevent the conversion of an irredeemable ground rent if a
notice of intention to preserve irredeemability is not recorded within a certain
