(2) THE SECRETARY SHALL ADVISE THE GOVERNOR ON ALL MATTERS
ASSIGNED TO THE DEPARTMENT AND IS RESPONSIBLE FOR CARRYING OUT THE
GOVERNOR'S POLICIES ON THOSE MATTERS.
(E) COMPENSATION.
THE SECRETARY IS ENTITLED TO THE COMPENSATION PROVIDED IN THE STATE
BUDGET.
REVISOR'S NOTE: Subsections (a), (b), (d), and (e) of this section are new
language derived without substantive change from former SG § 9-1102(b)
and (c)(1) and (4).
Subsection (c) of this section is standard language added to state the
requirement that an individual appointed to any office of profit or trust
take the oath specified in Md. Constitution, Art. I, § 9. This addition is
supported by 64 Op. Att'y Gen. 246 (1979).
In subsection (e) of this section, the reference to the Secretary's
"compensation" is substituted for the former reference to the Secretary's
"salary" for accuracy and consistency with terminology used throughout
this article. See General Revisor's Note to article.

7-106. ADMINISTRATION OF DEPARTMENT.
(A) OPERATION OF DEPARTMENT.
THE SECRETARY IS RESPONSIBLE FOR THE OPERATION OF THE DEPARTMENT
AND SHALL ESTABLISH GUIDELINES AND PROCEDURES TO PROMOTE THE ORDERLY
AND EFFICIENT OPERATION OF THE DEPARTMENT.
(B) AREAS OF RESPONSIBILITY.
THE SECRETARY MAY ESTABLISH, REORGANIZE, OR ABOLISH AREAS OF
RESPONSIBILITY IN THE DEPARTMENT AS NECESSARY TO FULFILL THE DUTIES
ASSIGNED TO THE SECRETARY.
REVISOR'S NOTE: This section is new language derived without substantive
change from former SG § 9-1102(c)(2) and (3).
In subsection (b) of this section, the former phrase "[s]ubject to the
provisions of this subtitle" is deleted as surplusage.
