(B) EXCEPTIONS. THIS SECTION DOES NOT PROHIBIT THE DISCLOSURE OF INFORMATION: (1) IN ACCORDANCE WITH A COURT ORDER; OR (2) TO AN OFFICER OR EMPLOYEE OF ANY STATE OR LOCAL
GOVERNMENT, THE UNITED STATES, OR A FIDUCIARY INSTITUTION, IF THE OFFICER
OR EMPLOYEE IS ENTITLED TO THE INFORMATION IN AN OFFICIAL CAPACITY AND
THE DISCLOSURE IS NECESSARY TO ADMINISTER PUBLIC ASSISTANCE, MEDICAL
ASSISTANCE, SOCIAL SERVICES, OR CHILD WELFARE SERVICES PROGRAMS. (C) PENALTY. A PERSON WHO VIOLATES THIS SECTION IS GUILTY OF A MISDEMEANOR AND
ON CONVICTION IS SUBJECT TO IMPRISONMENT NOT EXCEEDING 90 DAYS OR A FINE
NOT EXCEEDING $500 OR BOTH. REVISOR'S NOTE: This section is new language derived without substantive
change from former Art. 88A, § 6(a) and (f). Subsection (a) of this section is revised in standard language used to state
a prohibition. In subsection (a) of this section, the prohibition that a person may not
"disclose" certain information is substituted for the former prohibition that
a person may not "divulge or make known" certain information for clarity
and brevity. Also in subsection (a) of this section, the reference to a "municipal
corporation" is substituted for the former reference to a "city" to conform to
Md. Constitution, Art. XI-E. Also in subsection (a) of this section, the reference to a "unit of the State, a
county, or a municipal corporation" is substituted for the former reference
to "subdivisions or agencies thereof" for clarity and consistency. See
General Revisor's Note to article. Also in subsection (a) of this section, the former phrase "in any manner" is
deleted as surplusage. Also in subsection (a) of this section, the former reference to "papers [and]
files" is deleted as included in the reference to "records". Also in subsection (a) of this section, the former reference to "persons" is
deleted in light of the reference to a "person" and Art. 1, § 8, which provides
that the singular generally includes the plural. In subsection (b)(2) of this section, the former reference to an "authorized"
officer or employee is deleted as included in the reference to the officer or
employee being "entitled to the information in an official capacity". Also in subsection (b)(2) of this section, the reference to an employee of
