AN ACT concerning
Baltimore City Community College - English for Speakers of Other
Languages Grant
FOR the purpose of increasing the maximum amount of grants that may be used to
provide instruction and services to students enrolled in an English for Speakers
of Other Languages program at Baltimore City Community College.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article - Education
16-508.
(a) (1) Beginning with fiscal year 1996, the Governor shall include in the
annual budget submission a General Fund appropriation for Baltimore City
Community College in the amount provided in subsection (b) of this section to provide
instruction and services to students enrolled in an English for Speakers of Other
Languages ("ESOL") program.
(2) To qualify for a grant under this section, each participant in the
program shall be a student:
(i) Born outside of the United States or whose native language
is not English;
