Bill No. 38-03

AN ORDINANCE concerning:

Public Ethics

FOR the purpose of amending revising the Public Ethics law; establishing certain
duties and powers of the Ethics Commission; providing for the issuance of
advisory opinions by the Ethics Commission; providing certain procedures for
complaints filed with the Ethics Commission; establishing certain provisions
related to conflicts of interest; altering certain provisions related to financial
disclosure; providing for enforcement of the Public Ethics Law; defining certain
terms; making stylistic changes; and generally relating to the Public Ethics
Law.

By repealing:

Article 9, §§ 1-101(e), (j), and (t); Title 2 2-101 through 2-103 and the title
"Title 2. Administration"; 3-101; 3-102; 3-105; 3-106(c); 3-108; 3-109;
4-102(c) and (d); 4-103(c); 4-104(e), (i), and 0'); 4-105(a); 4-107; 6-101(b);
6-102; 6-103; 6-105; 6-201; 6-203; and 6-204

Anne Arundel County Code (1985, as amended)

BY renumbering the following titles and sections of Article 9 as follows:

Title 5 and §§ 5-101 through 5-107 to be Title 7 and §§ 7-101 through 7-107;

and Title 7 and § 7-101 to be Title 9 and § 9-101
Anne Arundel County Code (1985, as amended)

BY repealing and reenacting, with amendments:
Article 9, §§ 1-101(a) and 1-102
Anne Arundel County Code (1985, as amended)

BY repealing and reenacting, and renumbering, with amendments:

Article 9, §§ 1-101(b) through (d) as 1-101(c) through (e)(1); 1-101(f) as (g);
1-101(g) as (h); 1-101(h) as (j); 1-101(i) as (k); 1-101(k) as (1); 1-101(1) as
(m); 1-101(m) as (p); 1-101(n) as (q); 1-101(o) as (r)(1); 1-101(p) through
1-101(r) as 1-101(s) through 1-101(u); 1-101(s) as (w); 1-103 as 4-108;
Title 3 and 3-103, 3-104, 3-106, and 3-107 as Title 5 and 5-109, 5-107,
5-106, and 5-108; Title 4 and 4-101, 4-102, 4-103, 4-104(a) through (d),
4-104(f) through (h), 4-104(k), 4-105(b), and 4-106 as Title 6 and 6-101(a)
and (c), 6-102, 6-103(a) and (f), 6-104(a) through (c), 6-104(g) through (i),
6-104(k), 6-105(a), and 6-106; 6-101(a), 6-101(c) and (d), 6-104 and
6-106 as 4-101(a), 4-101(b) and (c), 4-107 and 4-109 under the new title
"Title 4. Procedures for Complaint"; and 6-202 as 8-103 under the new
title, "Title 8. Enforcement", respectively
