SECTION 2. 4. AND BE IT FURTHER ENACTED, That this Act shall take
effect June 1, 2004. It shall remain effective for a period of 1 year and, at the end of
May 31, 2005, with no further action required by the General Assembly, this Act shall
be abrogated and of no further force and effect.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 1425 - Health - General - Nursing Referral Service Agencies -
Licensing.
This bill authorizes the Department of Health and Mental Hygiene to issue, deny,
suspend, or revoke a license for a nursing referral service agency. It requires a
nursing referral service agency to obtain a license from the Department before
operating nursing referral agency services, and requires a nursing referral services
agency to apply for a criminal history records check or request a background check to
screen licensed health professionals or specified care providers, and makes the Act an
emergency measure.
Senate Bill 550, which was passed by the General Assembly and signed by me on
April 13, 2004, accomplishes the same purpose. Therefore, it is not necessary for me
to sign House Bill 1425.

Department of Health and Mental Hygiene - Employment Agencies—
Nursing Referral Services
Health - General - Nursing Referral Service Agencies - Licensing
FOR the purpose of providing for the establishment of certain nursing referral
services; prohibiting certain nursing referral services from having an
employment relationship with certain individuals; requiring certain individuals
to be licensed by the Department of Health and Mental Hygiene before
operating certain nursing referral services; requiring the Department to adopt
certain regulations; requiring certain nursing referral services to develop and
implement certain procedures relating to the screening of certain licensed
health professionals or certain care providers; requiring the Department to issue
