(ii) Any person who provides a statement of nomination signed by
at least 25 social workers licensed in the State; or

(iii) The secretaries of public agencies of the State where social
workers are employed.

(b)     Each member of the Board shall be a resident of this State.

(c)      Each consumer member of the Board:

(1)     Shall be a member of the general public;

(2)     May not be or ever have been a social worker or in training to become
a social worker;

(3)     May not have a household member who is a social worker or in
training to become a social worker;

(4)     May not participate or ever have participated in a commercial or
professional field related to social work;

(5)     May not have a household member who participates in a commercial
or professional field related to social work; and

(6)     May not have had within 2 years before appointment a substantial
financial interest in a person regulated by the Board or a person that employs a
person regulated by the Board.

(d)     Except for the licensed social worker associate member and the licensed
graduate social worker member, each social worker member of the Board shall have
been licensed in the State for 5 years immediately preceding the appointment and
actively employed in the field of social work for at least 3 of the 5 years immediately
preceding the appointment.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2004.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 1285 - Task Force to Study Youth Gang Activities.

House Bill 1285 creates a 12-member Task Force to Study Youth Gang Activities with
specified responsibilities. The Secretary of Juvenile Services and the State's Attorney
for Prince George's County are designated as co-chairs of the task force. The task
force is required to submit an interim report by December 1, 2004, to the House
