THIS SUBTITLE SHALL BE LIBERALLY CONSTRUED TO CARRY OUT ITS
PURPOSES.

Chapter 304 of the Acts of 1999

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1999. It shall remain effective for a period of [5] 11 years and, at the end of
June 30, [2004] 2010, with no further action required by the General Assembly, this
Act shall be abrogated and of no further force and effect.

SECTION 3. 2. AND BE IT FURTHER ENACTED, That the initial terms of the
members of the board of directors of the Maryland Agricultural and Resource-Based
Industry Development Corporation appointed under Article 41, § 13-604(b)(2) of the
Code, as enacted by Section 2 1 of this Act, expire as follows:

(1)     3 members in 2008;

(2)     3 members in 2007;

(3)     3 members in 2006;

(4)     2 members in 2005.

SECTION 3. AND BE IT FURTHER ENACTED, That it is the intent of the
General Assembly that State funding for the corporation should be provided within
existing resources of the Departments of Agriculture, Budget and Management,
Business and Economic Development, Environment, and Housing and Community
Development and any other State agency determined to be appropriate by the
Secretary of Budget and Management. Other than existing resources, additional
funding may not be provided for the staffing, operations, or capital needs of the
corporation until the State's fiscal crisis and structural deficit is resolved.

SECTION 4. AND BE IT FURTHER ENACTED, That if any provision of this
Act or the application thereof to any person or circumstance is held invalid for any
reason in a court of competent jurisdiction, the invalidity does not affect other
provisions or any other application of this Act which can be given effect without the
invalid provision or application, and for this purpose the provisions of this Act are
declared severable.

SECTION 5. AND BE IT FURTHER ENACTED, That Section 1 of this Act shall
take effect July 1, 2004. It shall remain effective for a period of 16 years and, at the
end of June 30, 2020, with no further action required by the General Assembly,
Section 1 of this Act shall be abrogated and of no further force and effect.

SECTION 6. AND BE IT FURTHER ENACTED, That, except as provided in
Section 5 of this Act, this Act shall take effect July 1, 2004.
