(2)     government group self-insurers;

(3)     property and casualty insurers;

(4)     labor; and

(5)     any other persons or organizations, as determined by the
Commission; and

(c) on or before December 31, 2004, the Workers' Compensation Commission
shall report its findings and recommendations for preventing, identifying, and
deterring workers' compensation fraud to the Governor and, subject to § 2-1246 of the
State Government Article, the General Assembly.

SECTION 2. 3. AND BE IT FURTHER ENACTED, That this Act shall take
effect October July 1, 2004.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 864 — Anne Arundel County - Alcoholic Beverages Licenses -
Baltimore-Washington International Airport.

This bill allows specified persons at Baltimore-Washington International Airport to
hold one airport concessionaire license for multiple locations within the airport
terminal building, even if they already hold specified other alcoholic beverages
licenses.

Senate Bill 488, which was passed by the General Assembly and signed by me April
13, 2004, accomplishes the same purpose. Therefore, it is not necessary for me to sign
House Bill 864.
